WHEREAS, Filipino youth will bear the long-term consequences of climate decisions made today, yet are routinely excluded from the formal planning bodies that draft Local Climate Change Action Plans (LCCAPs);

WHEREAS, meaningful youth participation produces more durable and locally accepted climate outcomes, as documented by UNDP and the Climate Change Commission;

NOW, THEREFORE, BE IT RESOLVED, that this body endorses the following:

• Every LGU shall include at least two voting youth representatives in its LCCAP technical working group;
• Representatives shall be endorsed by the SK Federation and confirmed by the local Youth Champions chapter where one exists;
• The NYC shall publish a yearly compliance scorecard for all provinces and highly urbanized cities.
