WHEREAS, the Sangguniang Kabataan administers public funds at the barangay level and is constitutionally obligated to operate with transparency;

WHEREAS, fragmented reporting practices make it difficult for youth and the public to compare project execution across barangays or detect irregularities early;

NOW, THEREFORE, BE IT RESOLVED, that this body endorses the development and adoption of:

• A standardized SK Funds Transparency Dashboard, hosted on the Youth Champions portal and mirrored on the DILG site;
• Mandatory quarterly publication of budget allocations, disbursements, and project completion status;
• A complaint and clarification channel routed to the DILG and COA for irregularities flagged by youth users.
