WHEREAS, the National Youth Commission recognizes that mental health is a fundamental component of youth well-being, and that suicide remains a leading cause of death among Filipinos aged 15–24;

WHEREAS, access to timely, confidential, and free mental health support is unevenly distributed across the country, with many provinces lacking even a single accessible hotline;

NOW, THEREFORE, BE IT RESOLVED, that this body urges all Local Government Units, in partnership with the Department of Health and the NYC, to:

• Establish or co-fund a 24/7 youth mental health hotline staffed by licensed counselors;
• Ensure confidentiality, multilingual support, and clear referral pathways to local clinics;
• Report quarterly utilization metrics to the NYC for nationwide visibility.
