Resolution Urging LGUs to Establish Free Youth Mental Health Hotlines in Every City and Municipality
Calls on local government units to fund 24/7 mental health hotlines for Filipino youth, with trained counselors and confidential referrals.
WHEREAS, the National Youth Commission recognizes that mental health is a fundamental component of youth well-being, and that suicide remains a leading cause of death among Filipinos aged 15–24;
WHEREAS, access to timely, confidential, and free mental health support is unevenly distributed across the country, with many provinces lacking even a single accessible hotline;
NOW, THEREFORE, BE IT RESOLVED, that this body urges all Local Government Units, in partnership with the Department of Health and the NYC, to:
- Establish or co-fund a 24/7 youth mental health hotline staffed by licensed counselors;
- Ensure confidentiality, multilingual support, and clear referral pathways to local clinics;
- Report quarterly utilization metrics to the NYC for nationwide visibility.
