WHEREAS, the Republic Act No. 8044, or the "Youth in Nation-Building Act," mandates the National Youth Commission (NYC) to provide leadership in the formulation of policies and the implementation of programs for the youth, including the promotion of youth entrepreneurship.
WHEREAS, the PBQC program has been an essential initiative in providing support and opportunities for aspiring young entrepreneurs across the nation.
WHEREAS, there is a growing national and global recognition of the importance of sustainable development, environmental protection, and the critical role of green enterprises and eco-friendly business models in achieving these goals.
WHEREAS, the Filipino youth demonstrate increasing interest and innovation in creating businesses that are not only profitable but also socially responsible and environmentally sustainable, contributing positively to their communities and the country.
WHEREAS, to remain relevant and effective, government support programs must evolve to address the current needs and potentials of the youth, particularly in the emerging green economy.
WHEREAS, providing targeted financial support and simplifying administrative processes are necessary steps to empower young entrepreneurs to establish and grow their sustainable micro-businesses and green startups.
